This design for a medal was executed by Oscar Roty in 1886 and was intended as a prize medal for schools of the French Republic. The piece in white Sèvres biscuit depicts a helmeted woman with cuirass, as a symbol of the Republic. An appropriate reverse was engraved for each occasion. In 1895, this unchanged design was used as the obverse for a piece concerning the Fifth Congress of the Prison Service, with a view of Paris on the reverse and an adapted inscription.
