In 1856, great celebrations took place on the occasion of the twenty-fifth anniversary of King Leopold I's accession to the throne. Many medals commemorate this occasion. As thanks for the warm reception, Leopold I wrote a letter to the mayors and councillors of all the Belgian towns and cities. Leopold Wiener, chief engraver at the Mint, was asked to immortalise the full text of this letter on a medal.
