The Province of Brabant ordered the medals for its members from the Brussels jeweller Hoosemans. Godfried Devreese was commissioned to engrave the obverse on which he personifies Brabant through its most famous industry : lace. The reverse was not engraved by Devreese and was probably provided by Hoosemans or his staff.
